PHASE 1: Identification of climate change adaptation criteria
Project partners will share information regarding municipal policies on climate change adaptation that are applied in their cities, comparing them and learning mutually from their experiences.
Four transnational work teams will be formed, each one coordinated by the city with most experience and knowledge in each area:
Málaga: Urban planning and mobility management
Toulouse: Planning of green zones and natural spaces
Vila Nova de Gaia: Energy saving and efficiency
Burgos: Public awareness raising and participation
Each team will select the best experiences of the member cities and will conduct a study of good international practices in their work area.
A seminar to diffuse results will be organised in each member city, at which the criteria for climate change adaptation will be defined in its respective work area, on the basis of the good practices that are selected.
Each criteria will be described in a common methodological worksheet, which will explain how to apply the criteria on urban projects and how to estimate their impact on climate change mitigation and adaptation.
PHASE 2: Application of the criteria to pilot urban projects
Each project partner will select an urban area of their city in which to apply the climate change adaptation criteria.
The transnational work teams will analyse the characteristics of the area and its current urban policy and they will point out its main weaknesses and shortcomings in view of their expertise.
After the study phase, the teams will jointly design proposals for the integrated improvement of these urban areas, following methodological guidelines identified by the climate change adaptation criteria.
PHASE 3: Diffusion of results
A methodological guide will describe the urban planning criteria identified and the best practices used to establish them.
A final conference will be organised in Malaga, where the methodological guide will be officially presented to the public, as well as the integrated proposals for modification of the pilot urban areas.
The political representatives of the partner cities will sign a commitment to use the climate change adaptation criteria as a strategic tool of governance in the fight against climate change.
Finally, a 2.0 collaboration platform will be launched to exchange experiences in urban policies on climate change adaptation, and other local governments and institutions in the SUDOE area and Europe will be invited to join it.
